Import Wizard saved progress and simplified navigation

We've removed the redundant “Next Question” button inside the question card, so moving through the Import Wizard felt clearer and required fewer clicks. You could now refresh the page without losing your place, which helped prevent rework during busy setup days. We've also added a “Start Over” button so you could quickly reset the wizard and restart an import when needed.
