Import Wizard steps 1–3 ran more reliably

We've fixed issues in the Import Wizard that caused duplicate files when you dragged and dropped an upload. We've also corrected an error in Step 3 that could stop the import from finishing, so you could complete imports with fewer interruptions and less rework.
