Mileage-based delivery fees calculated correctly in cart

We've fixed an issue that prevented mileage-based location fees from calculating when customers entered a delivery address in the cart. You can now collect the correct delivery fees automatically, so quotes and totals matched the actual delivery distance without manual adjustments.
