More accurate fees and taxes in Modify Cart

We've improved how fees and taxes were calculated and displayed in Modify Cart by normalizing subtotals and rounding amounts consistently to cents. You can now trust the New column to match what customers actually paid, which reduced penny-level drift and made adjustments and refunds easier to reconcile.
